Yes. It doesn't seem like their army is based in Midtown, else I would say that would hold the most influence. But running an armory could be very influential.

The churches could hold a great deal of sway over the people, especially in hard times.
You think? I'd say the worse things get the more people would want to depend on some kind of deity.

The armory could also work, as Silver suggested. If they are constantly at war, their army would need to resupply quite frequently.

I would say that churches are essential too, for the people's wellbeing. I think we might be able to influence more with them; an armory could simply be requisitioned by the city in war times if they were contrary.
