The one who was "running it" didn't send out the call. Reasoning indicates that she was running the game with someone else. And whoever it was established the rules for the game.

It seems that way, mm. This one hasn't shown up before, have they?

Not that I know of, but obviously Haunt was in contact with them -- the non-interference rule exists to prevent this kind of thing from happening, which means that whoever it is, had permission to do so.

That doesn't really change our situation, though.

One has to wonder if Haunt has this planned, or if the other took over.

Well, there's also another possibility, but I would need more evidence for it.

My suggestion would be to place 2 stones on one team, and one stone on another. We absolutely need to avoid everyone keeping a n equal number.

Barghest and Alectryon are usually our first choices here, followed by Henwen and Vanara.
