Protected by powerful walls that resist the invasions of creatures of darkness, the city of Whitewall remains a testament to the strength of a long-forgotten age. Though most of the technology running Whitewall has ceased working ages ago, the city has managed to maintain its independence, and the city itself is the largest in the North, having not once been conquered in its entire history, in spite of constant assault from undead and fae. The constant warring has instilled a sense of discipline across the city, as well: Whether rich or poor, everyone in the city is taught how to fight from a young age, because if and when another siege comes, it will take the efforts of everyone combined to fend it off.
The city itself is split into three districts, identified by how close they are to the single entrance into the city: Foretown, Midtown, and Afton. In recent times however, what used to be the ancient sewer system has become a slum district, known as Underton.
Foretown is the district closest to Whitewall's single entrance, and the only one that most tourists and merchants visit. As such, this is where the majority of craftsmen, shopkeepers, and merchants make their home, as well as the stables for those who have travelled a long way to reach here. Foretown can be considered to be the "face of the city": What happens here affects how other people see Whitewall, throughout Creation.
Civic: There have been vague reports of the Fae spotted outside the city. As a result, the city is actively requesting volunteers from all walks of life throughout the city. Getting someone you can control into a position of power will strengthen your influence throughout the city, as well as help keep the city safer.
District: The strong Air Season storms have rendered a portion of the only road to Whitewall unusable. As this directly affects the profit margins of most of Foretown, anyone that can put together a plan to help get it cleaned up will be rewarded.
Puma works towards helping the district with its cleanup work, while keeping an eye out for anyone who could have a promising lawsuit against another party.
All influence goes into finding such clients and pressing the attack in order to gain a victory in the legal system.
Civic: The recent repeal of the Offenses to Civility laws take center-stage this time, especially as the winter seasons are the most common time when it's evoked. Some people argue that the repeal was a good thing, but the most obvious thing noticed is an increase in aggression in general, as the push for free speech is also being used to encourage trouble-makers to start fights. the search for some sort of solution to this problem is something that has to be approached by the city as a whole.
District: The Water Season marks the beginning of the slow time for business: There are few travellers willing to brave Northern winters without good cause. Of course, if you were to find a way to attract people to come to Whitewall even in the middle of the winter, all ears in Foretown will be listening to your opinions.
Forget the ensuing legal battles or whatever, the government is going to need some kind of legal consultant to help them enforce or not enforce whatever solution is going to be required for this.
We're spending our influence and making an incredibly good case for being that legal consultant. Cushy government contracted position? Yes please.

The opinions have been fused into roughly four power blocks: The first argues for stricter punishments, though what precisely those punishments are seem to have been lost in legalese. The second is an active attempt from the churches and branches of the military to encourage togetherness within the city once more. The third group argues for non-violent solutions to the problem: Banning them from shops and preventing them from causing too much trouble without hurting them. The fourth and final power block is pressing for a re-examination of the entire legal system, pushing for various changes that will make the laws slightly more transparent.
Which one a person supports in this time may mean the difference between taking power and losing a great deal of it.
