Protected by powerful walls that resist the invasions of creatures of darkness, the city of Whitewall remains a testament to the strength of a long-forgotten age. Though most of the technology running Whitewall has ceased working ages ago, the city has managed to maintain its independence, and the city itself is the largest in the North, having not once been conquered in its entire history, in spite of constant assault from undead and fae. The constant warring has instilled a sense of discipline across the city, as well: Whether rich or poor, everyone in the city is taught how to fight from a young age, because if and when another siege comes, it will take the efforts of everyone combined to fend it off.
The city itself is split into three districts, identified by how close they are to the single entrance into the city: Foretown, Midtown, and Afton. In recent times however, what used to be the ancient sewer system has become a slum district, known as Underton.
Afton would be considered to be the "upper-class" area in Whitewall, though its true nature is something a bit different: While the majority of those who live in Afton are wealthy business owners and those with strong political clout, this is also where the majority of the military and police force live: Afton is where Whitewall's decisions are made. Afton can be said to be the "brain" of the city, and is where the people of Whitewall will make their last stand in the event of an invasion.
Hm, and it was mentioned before that there are "creatures of darkness" outside the walls. Very well, then as those in charge of the military it's up to use to keep the city safe.
I don't see why we would need someone else that we can "control" when we could take that position ourselves, however. [clearly not going for the subtle approach]
Yeah, you'd think that'd be a job for the military in the first place...maybe we can just appoint the commander or whatever the position is of our military to the head of this volunteer department?
It should make the people happy, too, with their military taking the threat seriously...and if they do find something, we can get the rest of the troops to kick its ass.
Civic: There have been vague reports of the Fae spotted outside the city. As a result, the city is actively requesting volunteers from all walks of life throughout the city. Getting someone you can control into a position of power will strengthen your influence throughout the city, as well as help keep the city safer.
District: The Air Season is the time that most laws within the city are passed; Within a few months people will be trapped inside the city for two seasons, and it won't be long before it becomes important for people to set boundaries to minimize people getting on each other's nerves. "Offences against Civility" as they're called, are one of the little things that go into preventing Whitewall from turning on themselves. Either way, this is an opportunity for you to expand your influence by helping to define what counts as "getting on each other's nerves".

And for the first one...if we're the military, we'll have to help keep the peace, right? But...not too forcefully, since people will just punch harder if we try to stop them with force.
Civic: The recent repeal of the Offenses to Civility laws take center-stage this time, especially as the winter seasons are the most common time when it's evoked. Some people argue that the repeal was a good thing, but the most obvious thing noticed is an increase in aggression in general, as the push for free speech is also being used to encourage trouble-makers to start fights. the search for some sort of solution to this problem is something that has to be approached by the city as a whole.
District: The Water Season always marks a high increase in crime, as tensions run high throughout the city. The whole "being trapped inside during a long winter" plays a huge part in that of course, but more importantly, it means that there's a need for someone to help out the overtaxed police force. And of course, it's a great opportunity to make connections and earn favors on both sides of the law.
Okay...for the violence, we'll have troops peacefully break up any fights and discourage fighting, but we won't take any physical action against them, since that'll just be bad.
And for the crime, we'll have the military help out with the crime problem as well. They can help out the police force and make sure those criminals get caught.
