He could have been created to subjugate lands for King Kold, and used the telescope to find villages and towns to take over. But during his travels and experiences, he learns to think for himself and to want a better reason to exist.
...Yes. The king had told him that the villagers and townspeople of the summer lands were all with-holding from him valuable resources, and that they were mean, horrible people!

But instead, what he spies, time and again through the telescope are people who love each other and are just trying their best to survive. --In fact, even though they know that this robot is a servant bearing the emblem of another kingdom, supposedly ruled by a cruel man, when the gears for the robot's eyes break down one day it seems it will be able to go no further, a kind mechanic finds him and takes him back to his workshop.
... Using the metal and innards of the telescope, he's able to repair the damage done to the robot's eyes, and the robot realizes that his better reason to exist should be... to bring the kind of thinking and way of life from the summer kingdoms back to the winter realm.
And he realizes that if he's to succeed, he must remove King Kold from power. But...

....but because he's changed the way he views the world and his place within it, he wants to do so non-lethally. So he simply restrains the King until a new government can assemble, and hands him over to people who can work to rehabilitate him.

[ what does an ice kingdom have to offer, anyway? ] ... ice and, uhm, penguins and polar bears, in return for blankets and more food. In time, he's able to achieve a sort of balance.
