If the guards and soldiers are doing all of the work, they're technically the heroes. So the queen should at the very least show them the respect they deserve in the story.

So since we're turning this around, maybe the queen and her people can be sea creatures, and the merchant can be the enemy going across the sea.

Maybe since he's a merchant, he's trying to steal the blade from them? A cursed blade that can wipe them all out that they've locked away, but he doesn't care since he just wants a profit from it.

Maybe in this case, since it's the ocean and not an island, the queen can be a sea creature herself? And the villain a merchant pirate sailing the seas?

This is the story of the vast, beautiful underwater world known as Turchino, and the race of sea creatures that reside within it, non-human and the product of the love of both the ocean and the land, they were akin to merfolk. Beneath the sea they've prospered for a very long time, though it wasn't without their share of hardships. In the distant past, an evil magician tried to wipe out their entire race, crafting a deadly knife imbued with a dark, cursed magic, one that could take out thousands with a single swing. Luckily for the inhabitants, he was thwarted, and his knife, indestructible due to the enchantments put upon it, was locked away deep, deep below Turchino so none could wield its dangerous, deadly power. And there it lay for many centuries, practically forgotten. Until one day, a merchant baron ship came sailing through the waters of their kingdom, chasing the trail of an old family legend. The captain of the ship was a distance descendant of the magician, and he had been raised on tales of his ancestor and his incredible artifact. And at long last, he had followed what clues he could gather and finally found his way to the site of the magical city.

But when the merchant discovered that the city was thriving more than it ever was, even he knew he needed more power to push through to the treasure and subsequent glory that awaited him. So he retreated, recruiting men who were also eager to have their names chronicled in history, regardless of what ruthless methods it took to get them there.

However, such a large movement couldn't go unnoticed, and the queen of Turchino caught on to the oncoming attack against her people. So she devised a plan. The mass of the ocean far outweighs that of the land, and there was more than just the city of Turchino beneath those depths. Some gangs of pirates even teamed up with mer-people pirates to plunder both the land and the sea.

The queen's most devoted follower, leader of the queensguard, offered his help at the cost of his life to prevent the cursed knife from falling into the wrong hands. A childhood friend of the now queen, he held feelings much deeper than that of simple friendship and devotion to her, but dared not act upon it. So the leader of the queensguard disguised himself as a pirate and infiltrated the ranks of the merchant, to learn the details of the attack. Through patience and cunning, he was able to deceive the merchant, and get close enough to learn of his plans. It was a dangerous trick, but the brave guard never faltered in his mission, determined to protect both his home and his beloved queen.

As the time of the attack grew near, the soldier slipped away from the ship and returned to the queen to tell her what he had learned. The merchant's forces were mighty, but the queen was clever, and with the spy's knowledge she was able to prepare her people for an ambush against the arrogant baron. He himself offered to be at the front line of the ambush, and though hesitant, the queen's trust in him gave her hope that all would end well.

Even with the queen's plan, the battle was long, bloody and painful, and many fell on both sides. When the merchant finally decided he was beaten and retreated, the city rejoiced. All but the queen, who found her leader of the queensguard was injured in battle. Though his wounds weren't fatal, they were enough to concern her greatly, and it was then he admitted his feelings for her as his driving force behind all of his actions.

The queen was both stunned and touched by his confession, for she too had held him dear during all their years together. As the guardsman lay there in pain, he spoke again, saying that he was happy, at least, that he would have an honorable funeral, having died proudly in her service. But the queen held him tight and cried out, "No! There will be no honorable funeral for you. You can't ever have one...not so long as I live, and love you in return." The guardsman was so elated by her words, he became more determined than ever to hold on to his remaining strength- and he did, long enough for help to arrive.

So with that Turchino returned to peace, once again holding strong against the bloodline that, even through so many generations, still caused them such a great amount of strife. Though through that strife they found not only peace, but in the case of the queen and her newly beloved, love.
