The right technology and ability to build them, for starters! Internal combustion engines ... and Claudia ore should be a natural element in the world, too! Since we use that for fuel.

Like I said! It's a kind of ore that exists in my world. It's used for currency and for fueling our vanships when it's in liquid form.
