I'd say it's both, really. It might be more accurate to say he's using curses as pranks.

So then I guess "May you lead an interesting life" won't do it... But like... [ still on the undergarments ] "May nothing you put on fit right?"

Realistically speaking, they don't have to be pranks, but they should be interesting without hurting people.

That being said, "May nothing you put on fit right" would probably work.

So... [ oh, man, first days of high school memories. ] "May you get beaned with a chalk-filled eraser every time you enter a room?" Or... "There's always..." [ no, tacks would be awful! ] "... something in your shoe?"

We might be able to go with something like "may your shoes feel like you've waded through a pool", or "may your feet feel as though they're covered in slime" for that idea.

"May everything you eat have the taste and texture of a soggy rice cracker" might be too tame, huh?

Well, it sounded like he was after something creative, at least. They don't have to be as "unique", but we should probably try to make them interesting, at least.

Hm... I wonder. We might be able to do something like giving people ears and a tail and making them talk like a cat.

There was a girl who had the ears and tail of a dog, but . . . maybe a more obscure animal? Or an animal that would be related to one of the teams?

Oh, now that's an interesting one. For the duration of the game, you are given any extra appendages your team's animal would have?

We could also just go all the way and say "you are now your team animal", but that doesn't seem quite as interesting... Extra appendages and talk like the animal for one, then?

Most likely, we'll be attacking with them in the next few rounds. If they're not going to be damaging that's not as big of a deal as it could be, but it's something to keep in mind.
