Right now, we have approximately 1 administrator for 25 workers. We can go with one for every 10 workers and try to increase the mining to be half of our workers. That would raise our expenditure to 370 monies, but should increase our efficiency quite a bit.
They don't specifically say, though they indicate that we can "sacrifice" a spy to do damage to the factory. The more spies we use up at once, the more damage is done.
